Quelles sont les conditions pour bénéficier d’une allocation scolaire ou d’une allocation d’études ?
L’allocation d’études est subordonnée à plusieurs conditions :
Condition liée à l’enseignement :
Votre enfant fréquente une école maternelle, primaire ou secondaire en Flandre ou à Bruxelles qui est agréée, subventionnée ou financée par la Communauté flamande. Les étudiants qui suivent une formation en soins infirmiers HBO-5 ou une formation BuSo (enseignement secondaire spécialisé) entrent également en ligne de compte.
Votre enfant est inscrit à l’école et la fréquente suffisamment souvent.
Condition liée à la nationalité :
Votre enfant a la nationalité belge au 31 août de l’année concernée. Dans certains cas, les non-Belges peuvent également bénéficier d’une allocation d’études si les conditions liées à l’enseignement et aux revenus sont remplies.
Condition liée aux revenus :
Les revenus de votre ménage se situent dans une certaine fourchette. Ces limites dépendent totalement de votre situation familiale.
Les revenus du ménage sont calculés par le gouvernement flamand et se composent de 3 parties :
- 1. Le revenu annuel brut imposable du ménage. Il inclut notamment les salaires et les allocations, mais aussi les revenus immobiliers. Étant donné que le gouvernement ne dispose pas encore de toutes les informations relatives aux revenus cette année, nous examinons la situation d’il y a 2 ans. Dès lors, pour l’allocation scolaire de 2020, nous tenons compte des revenus de 2018.
- 2. Votre situation familiale au 31 août de l’année scolaire en cours joue également un rôle dans le calcul des revenus de votre ménage.
- 3. Si vous possédez une propriété qui n’est pas utilisée comme habitation familiale ou pour les besoins de votre profession, le gouvernement effectue un test de revenu cadastral.
La situation peut donc être différente pour chaque ménage. Le gouvernement flamand nous envoie directement le calcul des revenus sur lequel nous nous basons ensuite pour vérifier si votre ménage peut prétendre à l’allocation d’études.

In the majority of cases, KidsLife pays the Study Allowance, also known as School Allowance, to the parent(s), beneficiaries or benefit recipient.
Adult children who are in secondary education and are married, independent or single, receive the Study Allowance themselves.
KidsLife receives all the necessary information from the Flemish Government. We automatically pay the School Allowance or Selective Participation Allowance (SEPAR) based on this information. The timing of your Study Allowance payment therefore depends on several factors. Study Allowance payments are made from the end of August until December.

We make a distinction between nursery/primary and secondary education. For the latter category, you can retain your Study Allowance entitlement until the year in which the student turns 22. There is no age restriction for BuSO (special-needs secondary education) and HBO5 Nursing.
You must request the Study Allowance or Education Allowance in Higher Education from the Flemish Government.
The School Bonus is a school premium (or education allowance) for all families with children and is automatically paid by KidsLife in August, together with your Child Benefit for the month of July.
The Study Allowance is a supplementary amount for low-income families. KidsLife automatically pays this before the end of the year to all families who are entitled to it.
KidsLife makes things easy by automatically paying the Study Allowance at the end of the year.
